Developing a Project in a Park or Green Space
If you have a project in mind, however big or small, idverde would love to hear about it.
As a first step, you will need to ensure you have the permission of your Committee to proceed with developing your project. At the same time, we would encourage you to discuss your proposal with your idverde Community Manager. As well as sharing interest in your project, it is a requirement for all project proposals that have a material impact on the land to be discussed with your idverde contact, regardless of where your project funds are coming from or the size of the project. We will then ask you to complete a proposal form which will give us the initial information we need to assess your project and if needed, secure permission from the Council to proceed. Your Community Manager will advise you which form to complete.
We classify projects in three types: Community, Fast Track and Strategic. Our high-level process map may help to explain the process more fully, including how the project is approved, but we have summarised the main differences here:
Once your project is approved, we will write to you and inform you of any associated terms and conditions that Bromley and idverde may have regarding your project. idverde will then support your group to ensure your project is successfully delivered. This will be different, depending on the nature of your project, but it might include:
If your project requires external funding, potentially in the form of a grant, please note that this can take a considerable amount of time and funders generally take in excess of 3 months to advise us of their decision once a funding application has been submitted, depending on the size and complexity of the project.
Please make sure you do not apply for any external funding or carry out any major consultation before your project is approved.

Community Project Proposals
- Community project - this is a project that does not make a material change to your park or open space and can be removed at a later date e.g. flower beds, benches, bins, bike racks. These projects will generally be of low value, have no funder involvement, do not require other permissions and have no significant on-going maintenance costs. Community projects are usually approved by idverde in conjunction with the Council.
- Fast Track project – this is a project that makes a minor to moderate material change to your park or open space, and would require a small to moderate effort to remove e.g. Chislehurst Willow Crown or Whitehall raised flowerbed projects. These projects will generally be of low - moderate value, may have a funder involvement with associated terms and conditions, will require other permissions to be secured and will have on-going maintenance costs. Recommendations are made by idverde to Council Officers who have delegated authority to approve Fast Track projects.
- Strategic project – this is a project that would result in a major material change to your park or open space with large ongoing maintenance implications for the Council and will be resource heavy. It is likely to have funder involvement with associated terms and conditions and require a range of permissions to be secured e.g. Kings Meadows play project. It could also be a project of a type that has never been done before e.g. Hoblingwell Bike Track. Recommendations are made by idverde to Council Officers, who in turn seek authority from the Portfolio Holder to proceed.
Once your project is approved, we will write to you and inform you of any associated terms and conditions that Bromley and idverde may have regarding your project. idverde will then support your group to ensure your project is successfully delivered. This will be different, depending on the nature of your project, but it might include:
- Developing your project, carrying out any site visits, surveys etc. as required to inform the final design.
- Securing wider community views through engagement and consultation.
- Developing a cost plan, including any on-going maintenance costs.
- Identifying and applying for funding, making sure Bromley can commit to any Funder terms and conditions.
- Developing a plan for/carrying out procurement.
- Help secure any other internal/external permissions required e.g. planning permission, permission from Natural England etc.
- Overseeing contractors on-site as they deliver your project.
- Publicity, communications, monitoring and evaluation.
